Benefits of EPR – am I missing something?

I recently completed one of the NHS Connecting for Health e-learning modules on SNOMED CT. They give you some questions to test your knowledge & understanding. One question was:

Two benefits of having an electronic patient record are they can be transferred and are understandable.

I answered TRUE – surely transferability (interoperability) and being understandable (intelligibility) should be two of the benefits of an EPR.

But the correct answer was FALSE !

Am I missing something somewhere????

is the difference between the TRUE (“should”) and FALSE (“are”) answers the difference between theory and reality?
